HR Supervisor (Talent Management and Human Capital Development)

Job Description

Under the direct supervision of the HR Superintendent, the HR Supervisor is responsible for overseeing the entire employee life cycle, from recruitment and onboarding to development, performance, and retention. This role ensures that talent strategies support both the company’s day-to-day operational needs and long-term goals. The HR Supervisor also plays a vital role in upholding compliance with labor laws and maintaining a positive, respectful, and productive workplace culture across all levels of the organization.

Specifically, her/his responsibilities shall include the following:

  • Lead and manage the full recruitment and onboarding process, ensuring timely placement of qualified candidates and a smooth transition aligned with manpower plans and operational timelines.
  • Coordinate with LGUs, PESO, and other channels ensuring inclusive hiring and local employment commitments.
  • Oversee the company-wide performance management system, ensuring timely appraisal cycles, coaching, and actionable feedback that supports performance improvement and professional growth.
  • Conduct training needs assessments (TNA) and coordinate the development, delivery, and evaluation of training programs, including technical, compliance, and leadership learning.
  • Manage labor relations concerns, including grievance handling, internal investigations, and disciplinary procedures, while ensuring that due process is consistently applied.
  • Provide guidance to site HR teams on labor standards, workplace behavior, and conflict resolution procedures.
  • Coordinate with DOLE and other government agencies during audits, reporting, and policy implementation.
  • Ensure HR practices align with the Philippine Labor Code and support safe, respectful, and lawful working conditions.
  • Plan, organize, and lead company-wide employee engagement activities that promote teamwork, morale, and alignment with company values.
  • Facilitate employee recognition and wellness initiatives to support retention and a healthy workplace culture.
  • Oversee the administration of compensation and benefits programs, including enrollment in medical insurance, health and wellness incentives, and support services.
  • Supervise and mentor HR Assistant(s) and coordinate closely with the Site HR Officer to ensure consistency in policy implementation and service delivery.
  • Support the HR Superintendent in executing strategic initiatives, audits, and cross-functional HR projects.
  • Prepare, review, and submit accurate statutory reports to DOLE and other regulatory agencies
  • Maintain internal HR dashboards and performance tracking tools to support data-driven decision-making.
  • Actively support the company’s Environmental, Social, and Governance (ESG) objectives by integrating responsible people practices in all HR processes.
  • Perform other tasks as may be assigned by the Position Manager.

Requirements:

  • Bachelor’s degree in Psychology, Human Resource Management, Legal or a related field
  • At least five (5) years’ progressive experience with 2-3 years in a supervisory capacity; prior experience in the mining or industrial sector is an advantage
  • Strong knowledge and understanding of the Philippine Labor Code and regulatory compliance
  • Proven experience in recruitment, training coordination, and grievance handling
  • Strong interpersonal, communication and conflict resolution skills
  • Highly organized, with the ability to multitask, adapt, and respond flexibly to changing priorities and operational demands.
  • Proficiency in MS Office operations
